The Lisbon European Council has chosen to use the open method of coordination to integrate social policy. This method allows states to decide on the national level, while trying to improve integration through indicating shared interests and objectives, which it establishes through comparative evaluations of national policy performance. They not only differ in their economic development, but even more so in their aspirations as to how this integration should take shape in a conceptual and institutional sense. There have been initiatives to further integrate social policies at the European level, to combat this discrepancy, however, in practice, these attempts are very much constrained by the differences between the states. If such a thing happens, as is the case, than it stands to reason that if citizens can move freely in the EU, and only select countries are physically next to origin-countries, a non-congruent set of policies and laws will lead to trouble. The last decades it has never not been likely that a crisis in North-Africa, the Middle-East, or Eastern-Europe would emerge, and bring a great many refugees and immigrants in general, to Europe. This is off course an easy comment to make now that thousands of people have died in the Mediterranean, but I don’t think that this situation was unforeseeable in 2002, and perhaps not even unlikely.

There is one point i completely disagree with however, Moravicisik seems to be completely missing the importance of the lack of a coordinated immigration strategy. I think that Moravicisik has strong points, I can not completely judge whether he is right, but his argumentation is persuasive. The text is quite in line with the image of the EU that we have seen in the course, we have discussed the working by consensus, as well as the formal procedures, which are things that the article is based off. It is easy to find deficits, but hard to find unprecedented democratic deficits that are handled in a more democratic way at the national level. Most of these sources of possible deficits brought up by proponents of the democratic deficit, are irrelevant however, because they pertain to processes that are not less influenced by electoral behavior, than they are at the national level. There are however also areas where the EU might seem to suffer from democratic deficit, an important example of this is the ECB, which is unprecedentedly free in its decision making. Furthermore, the exceptional amount of voting within the EU is discussed, as well as the narrow mandates that the EU gives. There is a discussion of the separation of powers, which according to Moravcisik has been implemented well. He stresses that the EU has implemented many checks and balances in various forms. Moreover, he thinks that the European Union is suffering from a smaller democratic deficit than many other advanced democracy.

Moravisik argues that the European union does not suffer from a democratic deficit, as others have argued.
